Four states on the east coast of the United States have a novel solution to help renovate historic buildings. They are renting out the buildings on 25 year leases, but are often charging zero rent. They are offering curator-ships in return for renovation.
Many of these homes have fallen into a state of disrepair and need a substantial amount of work, and it's up to the renters or curators of these properties to undertake these renovations. It's a way for local authorities to help conserve historic properties as many simply lack the budget to restore these homes themselves. The scheme is currently operating in Delaware, Connecticut, Massachusetts and Maryland, and New Jersey is considering legislation to start up its own scheme.
While the idea of paying zero rent may be appealing, some of these buildings have been neglected for many years and can need renovations costing hundreds of thousands or even millions of dollars. These renovations have to meet national building codes, and are strictly regulated. People applying for these curator ships don't have access to financing, so they have to demonstrate they have the necessary funds to complete the work. In return they get to live in a historic home for little or no rent. Some of the curators have managed to turn properties into businesses such as bed-and-breakfasts, or venues for weddings and events.
It's often part of the agreement that the home has to be opened up to the public for a set number of days each year, and if the curators don't live up to the authority’s expectations then they can face eviction.
